The Constitution of the United States was written in 1787 in Philadelphia. It set up three branches of government. Congress, the legislative branch, makes the laws. The president leads the executive branch, which carries out the laws. The courts, led by the Supreme Court, form the judicial branch and decide what the laws mean. Each branch can check the others, so no single branch becomes too powerful. The system is called checks and balances.
